ing; and towboats repowered with Tier 2 engines and
ULSD reduced NOx by 48. 1 tons per year at a cost of
US$475 700 per vessel.
With such a huge reduction in emissions via repowering
tugs with Tier 2 engines, the Port Authority decided to offer
marine repower assistance grants to encourage companies
that used the harbor frequently to replace their current
engines with lower emission models.
Set-asides from dredging companies working on the
Hudson River and in New York harbor fund these grants. In
effect, the dredging companies pay into a fund as compensa-
tion for the pollution they put into the air, and the Port
Authority uses these funds to pay the cost of Tier 2 engines for
tugs working in the harbor.
A recent example of this program at work is the repowering
of the HMS Liberty, owned by Harley Marine NY, Bayonne,
New Jersey, U.S.A. The vessel replaced its 1970s-era Detroit
Diesel 149 main engines and Detroit 3-71 generators with
Tier 2 Cummins QSK 38 engines and John Deere gen-sets.
Harley Marine estimates a NOx and particulate emissions
reduction of 40 tons per year. Other benefits of the Tier 2
engines include better fuel economy.
The grant funded US$587 000 to replace the engines. Total
cost of the project was US$1.2 million. The work was done at
Feeney Shipyard, Kingston, New York.
Repower the Phyllis
Alter Barge Line Inc., Bettendorf, Louisiana, U.S.A., owns
seven towboats and over 300 barges to move grain and other
commodities over the Mississippi River system.
Recently they decided to rebuild their 1973-era towboat
Phyllis. The 43 m by 13 m towboat was sent to Bollinger
Quick Repair, strategically located on the Mississippi River at
New Orleans, Louisiana.
Alter’s plan was to extend the service life of the Phyllis, meet
future regulatory requirements and reduce fuel consumption.
Core to this plan was to replace the vessel’s EMD 645 engines,
each rated at 1566 k W with larger, Tier 2 compliant EMD 12-
710, rated at 2237 k W each.
The Detroit generators were replaced with Cummins CTA8
generators rated at 170 k W each. Both of these engines were
also Tier 2 compliant.
While the vessel was on dry dock, Bollinger replaced existing Faulk gears with Lufkin RHS 3000 units, replaced the
shaft brakes, as well as the keel coolers for the main engine
cooling system and modified the after cooling system.
Also, the existing kort nozzles were replaced with 2.77 m
Rice units.
Bollinger’s Quick Repair not only offers the convenience
of a slack water location on the Mississippi River, but is sort
of a “one-stop shop” for major vessel repair. The facility has
several dry docks, a machine shop, electrical and propeller
works plus parts and supplies readily available to keep projects such as the extensive renovation of the Phyllis on time
and within budget. A
